The Town of Vienna, as a whole, grew 5% from 5,564 to 5,819 between 1990 and 2000. This growth took place entirely outside of the Village of Sylvan Beach, which lost population during this period. The number of households (a household includes all the people who occupy a housing unit) grew in the town as a whole, in the TOV, and in the Village of Sylvan Beach. Average household size decreased in all three area, to 2.65 in the town as a whole, 2.76 in the TOV and 2.27 in Sylvan Beach. This is a national trend driven by decreasing family size. The number of households decreased in Oneida County and increased in NYS. Average household size decreased in the County and the State.
Median household income in the Town of Vienna as a whole shrank slightly during the 1990s from $39,465 to $36,250. In 2000, in Town's median household income was slightly higher than in Oneida County's but lower than New York State's.

The Town of Vienna experienced a net increase of 347 housing units between 1990 and 2000 - 250 in the TOV and 97 in Sylvan Beach. That is a 13% increase in each. Thsi growth far outpaced Oneida County (which added 2%) and New York State (which added 6%)
Of the 347 new units added, about 82% were single family detached dwellings and about 8% were mobile homes. In 2000, about 75% of all housing units were single family dwellings, 18% were mobile homes, and 7% percent were in multi-family dwellings.

The housing stock in Vienna tends to be newer than that in Oneida County as a whole and NYS as a whole. This reflects the building activity that took place in the 1990s. The housing vacancy rate according to the census was 4.2% and 7.4% for owner-occupied and renter occupied housing units respectively. A homeowner vacancy rate of 1.5% is considered acceptable by the US Department of Housing and Urban Development (HUD). An acceptable rental vacancy rate is 5%. The owner occupied vacancy rate rose in the Town during the 1990s, while the rental vacancy rate dropped.
